Transforming the Rotterdam Harbor Industrial Cluster into Europe’s Renewable Carbon Hub
Sproule ERCE’s Decision Advisory business stream, in collaboration with Industry’s Drawing Room, completed a strategic assessment to support the Rotterdam Harbor Industrial Cluster (R‑HIC), one of Europe’s most important industrial systems, integrating refineries, chemical plants, energy infrastructure, and logistics within and around the Port of Rotterdam. Handling approximately 200 million tonnes of carbon‑based materials each year, the cluster underpins fuel, chemical, and feedstock supply chains across Northwest Europe and plays a critical role in Europe’s energy security and industrial competitiveness.
The assessment was commissioned by the Province of Zuid‑Holland and informed by engagement with key regional stakeholders, including the Port of Rotterdam, the Economic Board Zuid‑Holland, and industry participants. It highlights the importance of understanding how our ambitions for the future link to decisions we take today. These will inevitably come with trade offs and require a period of hybrid operations in which old and new coexist, timing mismatches between asset retirement and new development are managed, and execution constraints require flexibility.
